Job Description:
Seeking a program manager to direct day-to day operations for regional automated Traffic Safety program in the Pacific Northwest specifically for Washington State DOT. Β May perform one or more of the following:
- Interact with clients from various public agencies
- Establish program objectives, work plans and delegates assignments to subordinate staff
- Develop systems and services that support Elovate goals and meet business unit needs; provides leadership and focus in area of expertise
- Responsible for achieving measurable results on time and on budget
- Monitor programs from initiation through delivery, interface with clients and cross-functional teams
- Develop and subsequently implement new projects, policies and procedures for the department(s) to meet specific goals
- Direct the activities of project support staff and sub-contractors ensuring efficient resources allocation
- Formulates and implements procedures on operational processes; ensures operations' effective achievement of objectives
- Prepares related reports and audits current procedures to monitor efficiency of operations
- Ensures that business practices are performed in accordance with Elovate policy, procedure and applicable federal, state, and local laws and regulations
- Reports to management on success of operation.Β Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect
- Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectivesΒ
- Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results
- Establishes and assures adherence to budget, schedules, work plans, and performance requirements

QUALIFICATIONS
- Experience managing a private-public partnership contract
- Demonstrable interpersonal and client facing skills
- 10+ years project management experience. Specifically overseeing large complex projects and having 10+ direct reports.
- Valid PMP or PRINCE2 certification preferred.
- Five (5) years of experience in Traffic System management, of which at least two (2) years of experience in managing a Networked Camera Systems of at least twenty (20) camera systems.
- Experience working in highway work zone or construction preferred
- Must have 4 year related degree (business, urban planning, public policy, etc). MBA or graduate degree preferred.
- Advanced skills in MS Office including PowerPoint, Word, Excel, etc.
- Should have experience with:
- Proposal writing
- Public agencies/government clients and how funds are appropriated and contracts awarded, etc.
- Lobbyists
- Enterprise level financial system
- Sales
- Budgeting
- Accrual based accounting
- Basic database management
- Delivering projects with SLAs
- Leading interdepartmental meetings
- Overseeing financial analysts, field technicians and operational staff
- Testifying in court proceedings as a subject matter expert
- Directs the activities of sub-contractors
- Negotiates rates
- Handles contractual issues
